If you’re serious, probably Spain (which was the first European country to have access to the potato), Belgium (which had fries by WWI and which were called “Belgian fries), or France (Thomas Jefferson, in 1802, brought the recipe of French chef Honoré Julien to America). France has the best claim of the three; there’s a distinct recipe and a fairly early date.
